Investment with impact in essential housing.

We acquire, develop and operate housing for teachers, nurses and first responders, in partnership with public agencies and nonprofits.

About

A minority-led, institutional-quality platform for essential housing.

Parliament Drive owns, develops and operates multifamily communities for households earning 60–120% of Area Median Income: too much for most subsidies, not enough for market rents. We invest our own capital alongside institutional and impact partners.

Every deal pairs property tax abatement with lasting affordability, structured with housing authorities, public facility and housing finance corporations, or nonprofit partners. We also advise other owners, kept separate from our investments.

Advisory

Advice from an owner, not a bystander.

We help owners, sponsors and public agencies use the same abatement structures we use on our own deals.

  1. 01Underwrite. Weigh the tax savings against the cost of restricting rents.
  2. 02Structure. Choose the vehicle and negotiate terms with the public or nonprofit partner.
  3. 03Comply. Certify incomes, monitor rents and report, so the abatement holds.
